In September 2023, HDC MidAtlantic began construction of a four-story apartment building on the parking lot directly east of the CMS building.  Construction is now complete, and “1528 West” is open for tenants.  A ribbon cutting was held on Friday, March 21, 2025, in conjunction with the Eastern Pennsylvania Down Syndrome Center and World Down Syndrome Day.  

Developed by HDC MidAtlantic  in partnership with Alliance for Building Communities, Inc., “1528 West Apartments” provides 49 affordable apartments for seniors 55+ with preference to adults with intellectual and developmental disabilities.  More than 230 applicants have already applied for the 35 one-bedroom apartments and 14 two-bedroom apartments.  Approximately six of those apartments comply with Americans with Disabilities Act design standards.  The property includes numerous amenities, including a community room with a connected kitchen and flex space, wellness center, game room, laundry room on each floor, covered terrace, roof terrace, parking garage, bike racks, and a private storage area.

During construction, HDC and their contractor, EG Stoltzfus worked closely with CMS Executive Director Jeff Reed to ensure safety for CMS students, families, and staff.  All parking spaces directly behind the CMS building are for the use of CMS and other 1544 Hamilton building tenants.  Parking for 1528 West tenants and guests is located in the parking garage underneath the apartment building or along the Hamilton Street driveway.  You may enter the CMS parking lot from Hamilton Street, but please note that it is one-way in-bound from Hamilton Street.   If you have any questions or concerns, please reach out to Jeff Reed at jeff@cmslv.org.  We will continue to work closely with HDC to ensure everyone’s safety as we welcome our new neighbors to Hamilton Street!
